Положение о рецензировании статей, поступающих для публикации в научном журнале «Русская политология – Russian political science»

Все статьи, поступающие в редакцию журнала «Русская политология – Russian political science» и зарегистрированные им как входящие рукописи, подлежат обязательному рецензированию в соответствии с Положением о принципах издательской деятельности журнала «Русская политология – Russian political science» и этике научных публикаций, и в порядке, установленном настоящим Положением.

Издание осуществляет рецензирование всех поступивших в редакцию журнала рукописей с целью их квалифицированной экспертной оценки и последующего принятия решения о возможности публикации в журнале. Все рецензенты являются признанными специалистами в субдисциплинарной области, к которой относится рецензируемая рукопись, и имеют в течение последних 3-х лет публикации по тематике рецензируемого материала.

Рецензии хранятся в Редакции журнала в течение 5-ти лет. На каждую рукопись должно быть представлено две рецензии. Рецензентами не могут выступать: член научного коллектива, в который входят автор (авторы) рецензируемой работы; неоднократный соавтор кого-либо из них по другим работам; научный руководитель (научный консультант) автора (авторов) – соискателя (соискателей) ученой степени.

Рецензенту предоставляются тексты Положения о принципах издательской деятельности журнала «Русская политология – Russian political science» и этике научных публикаций, настоящего Положения, а также бланк рецензии установленной формы. Рассмотрение рукописи рецензентами осуществляется в течение 3-х месяцев с момента ее получения. Рецензент обязан объективно оценить предложенную рукопись и сделать всесторонний анализ ее научных, теоретических, методологических, прикладных и т.п. достоинств и недостатков. Рецензия должна содержать в себе вывод о научном характере статьи и ее соответствии установленным требованиям для публикации в журнале. Если рецензия содержит рекомендации по исправлению и доработке рукописи, то редакция направляет их автору для подготовки ее нового варианта. В случае отказа автора от доработки рукописи, а также непредоставления ее нового варианта по истечении 2-х недель со дня отправки ему соответствующих рекомендаций, рукопись снимается с регистрации. Окончательное решение о публикации рукописи принимается Редакционным советом или Редакционной коллегией. Решение  фиксируется в протоколе заседаний Редакционного совета или Редакционной коллегии. После принятия решения о публикации рукописи Редакция журнала информирует автора о предполагаемом сроке выхода в свет соответствующего номера журнала. Редакция журнала не знакомит автора с текстом рецензии. Автору рукописи сообщается основной результат и ключевые мотивы принятия решения. Издание направляет копии рецензий в Министерство науки и высшего образования Российской Федерации при поступлении в издание соответствующего запроса.

Regulations on reviewing articles submitted for publication in the scientific journal Russian Political Science

All articles submitted to the editorial office of the journal Russian Political Science and registered by it as incoming manuscripts are subject to mandatory review in accordance with the Regulations on the Principles of Publishing activity of the journal Russian Political Science and ethics of scientific publications, and in accordance with the procedure established by this Regulation.
The publication reviews all manuscripts submitted to the editorial office of the journal for the purpose of their qualified expert evaluation and subsequent decision-making on the possibility of publication in the journal. All reviewers are recognized experts in the subdiscipline field to which the reviewed manuscript belongs, and have had publications on the subject of the reviewed material for the last 3 years.
The reviews are kept in the Editorial Office of the journal for 5 years. Two reviews should be submitted for each manuscript. Reviewers may not be: a member of the scientific team, which includes the author (authors) of the reviewed work; a repeated co-author of any of them on other works; a supervisor (scientific consultant) of the author (authors) – an applicant (applicants) for an academic degree.
The reviewer is provided with the texts of the Regulations on the principles of publishing of the journal Russian Political Science and the ethics of scientific publications, this Regulation, as well as a review form of the prescribed form. Review of the manuscript by reviewers is carried out within 3 months from the date of its receipt. The reviewer is obliged to objectively evaluate the proposed manuscript and make a comprehensive analysis of its scientific, theoretical, methodological, applied, etc. advantages and disadvantages. The review should contain a conclusion about the scientific nature of the article and its compliance with the established requirements for publication in the journal. If the review contains recommendations for correcting and finalizing the manuscript, the editorial board sends them to the author to prepare its new version. If the author refuses to finalize the manuscript, as well as does not provide a new version after 2 weeks from the date of sending him the relevant recommendations, the manuscript is removed from registration. The final decision on the publication of the manuscript is made by the Editorial Review Board or the Editorial Board. The decision is recorded in the minutes of the meetings of the Editorial Review Board or the Editorial Board. After making a decision on the publication of the manuscript, the Editorial Board of the journal informs the author about the expected date of publication of the corresponding issue of the journal. The Editorial Board of the journal does not acquaint the author with the text of the review. The author of the manuscript is informed of the main result and the key motives for making a decision. The publication sends copies of reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request to the publication.
